• Replace Username with your own name.
• Click on File Menu, Save As, select All Types in Save as Type option, and save the file as Welcome.vbs
• Copy the saved file.
•  Navigate to C:\Documents and Settings\All Users\Start Menu\Programs\Startup [for in Windows XP]
• C:\Users\ {User-Name}\AppData\Roaming\Microsoft\Windows\Start Menu\Programs\Startup  [for in Windows 8, Windows 7 and Windows Vista]
• Paste the file

Paste to notepad

• Go to Control Panel.
• Then click on the Category and click large icons
• Next click on the Sound
• And click on the Sound option & change Sound Scheme: Set on No Sound
• Now click on OK
